Federal Programs
Claysburg-Kimmel School District receives federal funding under three programs. Each is described below.
Title I - Improving Basic Programs Operated by State and Local Educational Agencies
Title I, Part A is the largest federal education program and provides supplemental funding to state education agencies, school districts, and schools with high percentages of children from low-income families. The purpose of these resources is to improve the quality of instruction and help ensure that all children have a fair and equal opportunity to meet challenging state academic standards. Title I services are specifically designed to support students who are failing, or who are most at risk of failing, to meet those standards. Eligible schools deliver this support through either a schoolwide program, which upgrades the entire educational program of the school, or a targeted assistance program, which serves identified students with the greatest need. Districts receiving Title I funds are also required to provide equitable services to eligible children attending private schools.
Title II - Preparing, Training, and Recruiting High-Quality Teachers, Principals, and Other School Leaders
Title II, Part A provides funding to increase the academic achievement of all students by helping schools and school districts prepare, train, recruit, and retain high-quality teachers, principals, and other school leaders. Because educator effectiveness is one of the strongest school-based influences on student outcomes, this title invests directly in the people who lead classrooms and buildings. Allowable uses of funds include high-quality professional development, new-teacher induction and mentoring programs, recruitment and retention initiatives, strategic staffing models, leadership development for principals, and class-size reduction. All public school districts are eligible to participate, and eligible nonpublic school teachers may receive Title II services through a consultation process with the local district.
Title IV - 21st Century Schools: Student Support and Academic Enrichment
Title IV, Part A, the Student Support and Academic Enrichment (SSAE) program, provides flexible funding to improve student academic achievement by increasing the capacity of states, districts, schools, and communities in three core areas. First, it expands access to a well-rounded education, including subjects such as the arts, music, civics, STEM, and college and career counseling. Second, it supports safe and healthy students by improving school conditions for learning, including mental health services, school climate initiatives, and drug and violence prevention. Third, it supports the effective use of technology to improve academic achievement and digital literacy. Title IV, Part B separately funds 21st Century Community Learning Centers, which provide out-of-school-time academic enrichment and expanded learning opportunities.
